SeaPort-e

SeaPort-e is the Navy’s electronic platform for Binoculars-Antennaacquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps compete their service requirements amongst 2400+ SeaPort-e IDIQ multiple award contract holders. All task orders are competitively solicited, awarded, and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

No small business can do everything on its own. With that knowledge in mind, Summit Worx sought out business partners with their own areas of expertise that would compliment one another as part of Team Summit Worx. Our Vision is focused on six key business areas of interest to the SeaPort-e contract vehicle:

Team Summit

Summit Worx fully understands the Navy and the Marine Corps requirements as laid out in the SeaPort-e request for proposal, and has carefully selected team members as subcontractors for the SeaPort-e contract. Summit Worx has fully executed Teaming Agreement’s with all the small, medium, and large business subcontractors listed below in the formation of Team Summit.

⦿ Develops/provides commercial and military “man portable” remote communication systems
⦿ Performs land and sea platform integration for Voice, Video, and Data networks

Toyon Research Corporation – Goleta, CA

⦿ Performs all aspects of RF and antenna engineering from theory and numerical modeling, through design and development, to fabrication and testing
⦿ Performs systems analyses in support of advanced sensor and weapon programs, and offers licensing of several simulation codes
⦿ Specializes in evaluating methods for protecting facilities from chemical, biological, and radiological threats
⦿ Performs R&D of advanced algorithms and associated hardware used to search, locate, and identify objects in the battlespace

Advanced Fiber Products Ltd – Des Plaines, IL

⦿ Provides design and manufacturing services for a range of harsh environment military tactical cable assemblies, MFOCA bulkhead assemblies, as well as a variety of solutions for secure connections
⦿ Develops and manufactures active optical devices engineered and packaged to withstand the rigors of broadcast production and many industrial environments
⦿ Provides custom application product design, development, and prototyping services

ECS Case – Grants Pass, OR

⦿ Manufactures factory direct shipping products and custom packaging solutions
⦿ Provides custom fiberglass reinforced plastic/thermos-stamped composite shipping cases, platform cases, vacuum infusion process containers, and fiberglass reinforced plastic tote cases
⦿ Services the military, emergency response, technical equipment, and aerospace markets

⦿ Provides Command and Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Electronic Warfare Services and Technology Consulting/Subject Matter Expertise

Team organization is straightforward and provides single point leadership and clear lines of authority. All employees, regardless of company affiliation, function as members of one integrated team. Subcontractor roles are clear and work shares are well defined. The Program Manager has direct oversight of all subcontracts and reviews team member performance on a regular basis. The Program Manager also serves as our Teaming Coordinator and the single point of contact for subcontractors. The Program Manager will continuously review the marketplace for companies that provide new and innovative products and professional services that add value to meeting the customer’s needs.

In all subcontracting agreements, Summit Worx spells out in detail the procedures for prompt invoicing and payment, the promotion of fairness in the division of work share, general communications, and conflict resolution. Having a set of standards ensures a common understanding of purpose and consistency of action.

Upon task award, and based on the individual subcontractor’s teaming agreements, an authorized, discrete work package will be developed for each subcontractor. The authorized work package will define the work to be completed based on the specific customer requirements, establish subcontractor deliverables, provide a master program schedule, establish budgets (to include labor, material, etc.), and develop a reporting structure that is directly linked to the work breakdown structure and the contract organizational framework. The subcontractor will be assigned organizational responsibility consistent with the work breakdown structure and the teaming agreement. Where required, a flow down of contract provisions, risk, and reporting requirements will be a part of the individual work package requirements.

In order to ensure quality of services and compliance, Team Summit Worx uses established standards and processes that are part of our management approach, communications, and subcontracting agreements. The principles of these important elements are established first in the subcontracting agreements, and, finally, in the Quality Assurance and Quality Control plans. Summit Worx leverages teammates with ISO 9001 best practices into our processes. Our standard management processes and risk mitigation strategies are used to measure subcontractor performance. In addition, Summit Worx surveys the team members on a semi-annual basis to determine the team’s performance and to invite recommendations to improve the in-place organizational structure and management processes.

Our subcontractors are an integral part of our Seaport-e Team and ensure that both current and future requirements of the SeaPort Program are supported seamlessly. Our program management office regularly monitors the quality, cost, and schedule elements of our Teammates. We maintain frequent communication with our teammates’ personnel and they are held to the same standards of performance as the Summit Worx personnel. Our communication and governance include formal meetings, status reports and emails, as well as informal relationship building and social events.

Subcontracts require accurate and timely Status Reports to enable us to monitor subcontractor performance and identify issues and potential problems in a timely manner. They also enable us to identify and resolve cost, schedule, or quality variances as soon as the issues emerge. Summit Worx Program Management Office will work with subcontractor personnel to correct all defects or performance issues. Unresolved issues will be promptly escalated to the concerned Subcontractor’s Senior Management and efforts will be made to resolve them in an expeditious manner.
